Pre petition letter on the issue of exploitation of family members during interrogation
On 30 October 2007, Attorney Rachela Er’el of the Public Committee Against Torture in Israel (PCATI) submitted a letter to Attorney General, Meni Mazuz, demanding a further clarification of his reply to an earlier complaint on the employment of psychological pressure through the exploitation of family members of detainees and interrogees. The letter includes details regarding three severe cases in which family members were used as a form of pressure in interrogation.

The GSS interrogators are in the habit of handcuffing the hands of interrogees behind their back for the duration of their interrogation. This form of handcuffing causes both pain and humiliation. The GSS has no authority to handcuff detainees in a manner that causes pain during interrogation and, a practice that is contrary to both Israeli and international law.

In a letter from the office of Israel's Attorney General PCATI was informed that lying about the arrest of family members in order to create pressure on an interrogee is inappropriate action. That is in response to the work of PCATI's legal department the State capitulated and indicated its (measured) agreement to cease and desist from what can only be described as the intentional infliction of severe mental pain on a detainee for the purpose of the interrogation: torture.
