- PCATI takes action to advance the adoption and implementation of the International Convention Against Torture in Israeli law through the legislation of a law against the use of torture in Israel.
- PCATI advocates for laws and regulations that provide protection of the rights of detainees and prisoners and additional human rights.
- PCATI works for the prevention of legislation that violates human rights as a whole and the rights of detainees and prisoners in particular as, for example, legislation that permits the use of "special permits" i.e. torture.
- PCATI regularly attempts to influence the authorities in Israel to fully implement international conventions and agreements relating to the treatment of detainees and prisoners. Recommendations to the State include:
- The legislation of an absolute prohibition of torture as
defined by the International Convention against Torture
- The legislation of an absolute prohibition of cruel, inhuman and degrading treatment
- Legislation stating that protections such as the "necessity defense" of "justification" do not apply to persons who employed torture or CIDT
- To issue an invitation to the UN Special Rapporteur on Torture and to open detention and interrogation facilities before him and allow him to freely speak with detainees
- To join the Optional Protocol of the UN Convention against Torture which allows independent monitoring of detention facilities and conditions of detention
- To instruct the GSS to immediately stop using all means of torture and ill treatment and to only employ methods that constitute a "reasonable interrogation" as defined by the High Court of Justice ruling of 1999
- To revoke the position of the Official in Charge of Investigating Interrogees' Complaints (the "Mavtan") in the Ministry of Justice and replace it with that of an independent person who fully respects the law, and the rule of law, and is able investigate complaints of torture filed by GSS interrogees without a conflict of interests
- To set clear directives in the army regarding the treatment of detainees from the moment of their arrest and until they are handed over to authorities in charge of detention and interrogation.
- To strengthen in law and practice the independence of the Israel Police's Police Investigation Department and provide it with sufficient funds in order to ensure professional, independent investigation of complaints concerning police violence against civilians
