In September 2008, PCATI submitted a List of Concerns to the UN Committee Against Torture (CAT). PCATI plans to submitt an alternative report to CAT prior to  the Committee’s review of State of Israel’s compliance with the UN Convention Against Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment scheduled for May 2009.
