Army revises policy on handcuffing of detainees following PCATI advocacy efforts
The army's policy change is the result of PCATI's long-term legal and public advocacy efforts against IDF use of paiful shackling methods against detainees arrested in the Occupied Palestinian Territory. The new policy emphasizes "the obligation to avoid causing medical harm as a result of handcuffing and the field commander's obligation to periodically verify they are not overly tight." We hope it represents a significant change in the way that detainees are treated at arrest. In the meantime PCATI continues to pursue our efforts to cause significant change in other forms of physical and psychological violence that detainees continue to suffer at arrest and interrogation.
