New PCATI petition: Open criminal investigations against interrogators involved in torture and abuse

PCATI petition: Open a criminal investigation against the interrogators involved in torture and/or abuse during the interrogation of Alaa Salam

Background:

1.  The subject of the petition is the use of torture and/or a series of harassments and harsh abuse and/or cruel and inhuman treatment which were carried out against Alaa Salam during his detention.

2. Alaa was detained and interrogated by the GSS in the detention center at the Russian Compound in Jerusalem. In addition to harsh violence, threats and humiliation he was subjected to in his interrogation and the sub-human conditions under which he was held, interrogators involved in his interrogation used a method under which Alaa was painfully shackled for long periods of time while lying down.

3. Alaa was not only held lying down, his legs and hands shackled to the bed, but was also not allowed access to the toilet and was not provided with food during the time of his shackling. When he screamed that he wanted to go to the toilet, two people in civilian dress entered his room and asked him why he did not admit to the violations he is suspected of, and began to press the handcuffs on his hands and to curse him in Arabic. One of them took a prison guards baton and hit him on his shoes, and the second took a prison guards helmet and hit his nose with it, causing him to lose consciousness. When he regained consciousness, he was surrounded by blood, his whole body was shaking, his hands were cut and bleeding, and his clothes soaked with water.

4. The goal of this petition, therefore, is to force the Attorney General to use his authority and order immediately the opening of a criminal investigation against the GSS interrogators involved in assaulting Alaa and/or torturing him.
