The letter is on behalf of a security prisoner, Mahmoud Abed Elaziz Switi, a resident of Hebron, who has been detained since 1 February 2007 and held in incommunicado detention since the time of his arrest.

The purpose of the following survey is to provide an overall and general picture of the current exercise of universal jurisdiction, of the countries that most often apply this practice, and of the international criminals who have been indicted and tried under this system. 

This report addresses the violence against Palestinian women committed by the Israeli authorities in this context and includes the gender-related impact of the violence against Palestinian women and girls.

A number of legal codes apply simultaneously to Israeli military activity in the OPT, each of which places rights and duties on Israeli soldiers, commanders and the policymakers who deploy them: Israeli criminal law, international humanitarian law and international human rights law.

This Opinion has been written at the request of the Petitioners in The Public Committee Against Torture et al. v. The Government of Israel et al.
The legal issues raised in this case are of crucial relevance to international humanitarian law. The ruling of the Supreme Court of Israel will no doubt be of exceptional importance for the application and development or, instead, the undermining, of international humanitarian law.
