The Public Committee Against torture in Israel (PCATI) views with grave concern the passage yesterday, 27 June 2006, of the law concerning the detention of persons suspected of security offenses that allows court deliberations on the extension of the detention of a security suspect to be held in absentia. The law was approved just one day beforehand, on 26 June 2006, by the Constitution, Law and Justice Committee and forwarded to the Knesset plenum for the second and third reading.

Today, 22 May 2006, upheld the decision to extend the administrative detention of PCATI field researcher, Hassan Zaga, by an additional 4 months. Mr. Zaga was arrested in January 2006 and placed in administrative detention for a period of 6 months. This period was shortened to 4 months following the intervention of PCATI’s Legal Director, Attorney Eliahu Abram. Mr. Zaga is being held at the Ketziot Detention Center. Mr. Zaga was not informed of the grounds for his detention, nor was he interrogated since his arrest.

Today, 2 February 2006, Judge Adrian Agasi of the Ofer Military court handed down his decision regarding the administrative detention of Hassan Mustafa Hassan Zaga. The Court upheld the decision to place Mr. Zaga in administrative but shortened the period of detention to four months.
